October 28, 2001(Enorth.com.cn)—The International Consultative Forum For the Mayor of Tianjin concluded here Sunday. Tonight, Tianjin Mayor Li Shenglin accepted the interview of Tianjin Cable TV (TJ-CATV).

To the impression of this activity, Mayor Li said that this forum is very successful, which gave Tianjin new concepts of economy development. This forum has three features: one, the guests in the forum are usually companies senior officials with high reputation; two, the advices brought by forum member all directly pointed to Tianjin’s Economis Development; three, the subjects are focused at the central theme of the forum.

Mayor Li introduced that the member in the forum also include foreign senior officials and well-known persons beside the high level staff of foreign companies. These people absolutely understand the structure and operation of world economy. Meanwhile, they are very familiar to WTO system and Tianjin Economy situation. So far the suggestions of them are very useful and beneficial to Tianjin economic development.

This forum is run around 4 subjects, Mayor Li said. The First is how Tianjin does to face the challenge of WTO’s Entry, Second subject is Tianjin’s strategy on Investment and Capital absorbing under the new world capital market; the third is how to speed Hi-tech Industry and create new innovation-encourage system; the fourth subject is about the new relationship between government and enterprises.

Mayor Li Shenglin explained that Tianjin has opportunities and hardship under China’s entry to WTO. Tianjin’s traditional industries will reach more exportation after WTO entry and open wider to the world. All these factors mean a great chance to us. Huge challenges, however, will appear before us, such as lower competitive car making, finance, and communication will shocked by foreign enterprises. Additionally, Tianjin still needs to change lots of backward elements comparing the advanced cities. We have real problems and potential opportunities at the same time. What we do is to take active policies to prevent disadvantages from advantages, to turn the potentialities into realities. In order to reach this aim, Tianjin will spend much energy on the opening economies, focus on science and education for market and let informationalization pull industrialization. Besides, Tianjin is also going to strengthen the infrastructure and enlarge services industry in order to make Tianjin as commercial center and the hub of material, capital, information and intelligence. Tianjin also promotes the economic structure reform to establish a well-built Socialist economic structure to connect the track of world economic riles.

This time’s forum, Mayor Li said, also brings lots of advises for Tianjin restructuring government and improve its work. Tianjin government will speed the reform of approval system to meet the standards of world and WTO. The related programs in government approval must be opened to public. A good law condition is also needed to protect the benefit of foreign enterprises in Tianjin. Mayor Li also expressed to quicken the social security system construction.

At last, Mayor li emphasized that Tianjin should strengthen the cultural and ethical progress to encourage the “the rule of virtue” of general secretary of the CPC Central Committee Jiang Zemin.
