Being the Landmark of Tianjin, Haihe River is this city's mother river. She flows 72 KM through 9 administrative districts of the city, then towards east enters Bohai Sea. She not only records the city's history but also brings up Tianjin's modern civilization. Tianjin originates from Haihe River, while Haihe River is famous for Tianjin's accomplishments.
On October 29th 2002, The expanding eeting of Standing Committee of Tianjin CPC Committee adopted "Haihe Waterfront Comprehensive Development Plan and Starting Scheme" and made a strategic decision of "Implementing Haihe Waterfront Comprehensive Development Plan and Building the river as an economic, landscape and cultural belt with unique character, and put forward a great vision of extolling the river culture and creating Haihe as one of world famous rivers."
Six main objectives are proposed as followings:

Four Major Districts
According to the historical and cultural characters and existing conditions along the riverbanks, the planned area will be divided into four major districts:
1. Cultural Heritages District (CHD)
2. Central Recreation District (CRD)
3. Central Business District (CBD)
4. Smart Town District (STD)
The Haihe Waterfront Comprehensive Development Plan affirms the implementation strategy to invest in key public infrastructure that improves the waterfront environment and attracts new investment, new people and new tourism activity to the area, to the city. The so-called ten key public infrastrucutre includes as following: roads, bridges, water transports; water purification, embankment renovation; lighting, greenery and landscape; environment arts; public building; city's appearance refit.
The major projects strating on the beginning of next year will covers six keys notes in the waterfront area, four trunk roads along the river (West Haihe Road, East Haihe Road, San Tiaoshi Heng Street and Tai Er Zhuang Road), two bridges across the river (Ci Hai Bridge and Da Gu Bridge) and the extension of Jin Bin Light Rail by the river into downtown, the central square.
