Owing to the upgrading and newly added environmental protection facilities, and the strengthened classification harnessing and comprehensive use of pollutants, the emission total of various pollutants, to different degree, will be reduced compared to that before the building of the project, the goal of driving the new project by means of old ones shall be achieved, thus enabling the ten one million tons/year of ethylene project to become an energy saving and ecological project.

It is known from Tianjin PetroChemical that Tianjin one million tons/year of ethylene project and its supporting projects shall adhere strictly to the principles of sustainable development and recycling economy from its plan to design. In the whole project, fresh water amount won’t be increased; instead, reclaimed water and desalinated seawater will be used. The emission total of various pollutants shall be reduced compared with that before the construction of the project by means of adopting advanced technology, striving to become an energy saving and ecological ethylene project.

Million tons/year of ethylene project and its supporting projects are the first super-large project in Tianjin approved by the State after the incorporation of Binhai New Area into the State overall development strategy. Depending fully upon the existing oil refining, ethylene, utilities and supporting facilities of Tianjin PetroChemical, the project shall optimize the configurations on such aspects as water, electric power, gas and terminated water treatment so as to reduce operation expenditures, save investment and operation cost and improve the comprehensive economic benefits. At present, the technical introduction of Tianjin Large Ethylene Project has come to an end, and each preparation for starting has entered the counting down stage. On the basis of selecting advanced cleaning production process technology and equipments with high efficiency, the project shall implement recycling economy model, and realize resource optimization and comprehensive use by means of the integration design of oil refining and chemical industry, the rational deployment of various data, and the realization of the inter-supply inside the enterprise. The newly added water use will use reclaimed water and desalinated seawater so that fresh water amount will not be increased. All of the newly expropriated lands are salty or undeveloped land near the existing factory. Through adopting advanced technology, reconstructing and new adding environmental protection facilities, and strengthening the classification harnessing and comprehensive use of pollutants, while the pollutants emitted outward are ensured to meet the emission standard, the emission total of various pollutants will be reduced at different level compared to that before the building of the project, and the goal of driving the new project by means of old ones will be achieved, thus, enabling the ten million tons/year of ethylene project to become an energy saving and ecological project.

It is known that Tianjin Large Ethylene Project is not only one of the key projects in Sinopec’s strategy deployment including playing its industry clusters advantage and realizing the resource use optimization among refining and chemical enterprises in a region and etc, but also a symbolic project to accelerating the development and opening up of Binhai New Area in Tianjin and the leading project for building the State level petrochemical industry base. The project includes ethylene project, oil refining upgrading project and supporting thermal and electric power reconstruction project and etc. When the project is finished, the overall scale of Tianjin PetroChemical will amount to 1.20 million tons/year, and the oil refining comprehensive process capacity will reach 12.50 million tons/year, and it will be ranked as one of the integrated production base for ten million tons of oil refining and million tons of ethylene in our country.
