(Enorth.com.cn)Dai Xianglong, Mayor of Tianjin Municipality, said in the municipal government plenary meeting several days ago, that the city to carry out the national development strategy and accelerate the development and opening up in Binhai New Area (BNA) in the Eleventh Five-Years Plan.

Dai depicted the blueprint for the development in Binhai New Area in 5 years, that Tianjin would focus its efforts on building the “”Hi-Tech Industry Development Axis”, the “Oceanic Economic Development Belt”, three biogeocenose zones as Tanggu, Hangu and Dagang, and 7 functional industrial areas as the “Modern Manufactory Industrial Zone”, the “Hi-Tech Industrial Zone”, the “Chemical Industry Zone”, “Binhai Central Business and Shopping Center” “Seaport Logistic Zone”, “Airport Logistics Processing Zone”, the “Costal Leisure & Tourism Zone”, and later the “Harbor Side Industrial Zone”.

Dai also confirmed the government would take measures to speed up the opening up in BNA on five aspects.

First, BNA is to quicken its steps to set up the modern manufactory and research transformation bases, promoting its industry level and research capability, especially in the industry fields of electron information, petroleum and ocean chemistry, auto and equipment manufactory, petroleum steel tube and high quality steel products, biology technology and modern medicine, new pattern energy and material. BNA aims to develop its own innovation property right of brands and finds out the right way to make the manufactory industry great progress led by hi-tech.

Second, BNA strives to build the north center of international shipment and the center of international logistics, and makes itself an advanced international transfer station. The construction of a 250,000 ton-grade deep-water channel and a 300,000 ton-grade crude oil dock are on the list, which expand the construction area from 30km² to 100 km². Shipment structure adjustment enables the goods throughput break 300 million tons; containers throughput surpasses 10 million equivalent units. The Dongjiang Bond Area is on the construction map too.

Third, comprehensively protect the environment and save power and resources, making BNA one of the most desirable regions to live BNA plans to build the 500 km² north and south protected landscape areas, and the Guangang Forest Park, composing the ecological corridors of the lower reaches of Haihe River and the costal belt. Construct the ecological industry zone and Dagang chemical ecological industry zone.

Fourth, push forward the reform in different fields and make BNA the national comprehensive reform experiment area. Taking the advantage of large area, BNA is seeking a proper mode to develop economy society and ecology side by side. Besides, BNA tries to find out the management procedures for its international hinge port function through independent innovation. Deepen the finance reform and build a national industry fund management center. Strengthen the function of BNA Administrative Committee on balancing relations and establishing layout.

Fifth, increase the intercommunication and cooperation between BNA and neighbor provinces and cities. Serve the Circum-Bohai-Region and North China in the field of international shipment, international trade, industry upgrading, and technology innovation. Strengthen the cooperation with the ports in Bohai Ring Area, and holistically accelerate the development of Beijing, Tianjin and Hebei, enhancing its regional competitiveness. Cooperate and invest more frequently with provinces and cities in the central and the west part of China, and become the import and export gateway for those regions. In addition, BNA should keep a close relationship with neighbor countries and the North East Asia, taking full advantage of its manufacture base function.
