(People's Daily)Regarded as the third engine to boost China's economic development, the Tianjin-based Binhai New Area (BNA) has finally started up amid concerns shouldering its responsibility to push China's economic development up to a new level.
Economists point out that China's opening-up policy has always centered on coastal areas. In the 1980s, Shenzhen was selected as the first city to open to other regions. In the 1990s, the Pudong development zone set off a new round of economic boom.

He said that BNA, located in the eastern part of Tianjin near the coast, is an important place for China to further carry out its opening policy and also the most suitable place for China's further economic development.
Mei Song, deputy director of the Beijing Academy of Social Sciences, said that for a long time, the central government has not set any preferential policy for the north region, which shows that it tries to keep a balance in regional development.
Over the years, prompted by political achievements, senior management groups at different regions have stuck to a ¡°closed¡± mode that focuses on self-development and improvement. The closed mode acts as a barrier to regional development. Pi said that today, these local senior officials have changed their notion and begun to make their development plan from a broader, regional perspective. For BNA, it will follow a path that relies on regional administrative forces to boost its economic development.
During the Eleventh Five-Year Plan period, it is expected that total project investment in BNA will reach 500 billion yuan over the next five years. To maintain such large investment scale, multiple financing channels will be necessary, and enlarging the proportion of private capital will become an important means.
