Tianjin Port, as the key component of Binhai New Area, has always been busy for transportation. It likes an economic aircraft carrier strives forward with the expectation of the country.
Ten years hard work
Ni Xiangyu, vice director of TEDA management committee, said TEDA started from scratch with only 300 million yuan bank loan on hand in 1984, now the average investment density had achieved 700 USD in TEDA and the industrial output value reached 63 billion yuan per square kilometer and the comprehensive indexes had ranked No. 1 for nine consecutive years among state-level development zones.
In early 1994, Tianjin made a decision to develop Binhai New Area, integrating the coastal Tanggu, Hangu and Dagang Districts and the development zone, the bonded area and Tianjin Port together to build a 2,270km2 Binhai New Area with an aim of contributions of 40% GDP and 50% export to the whole city.
Soon it comes true. In 2005, Binhai New Area realized GDP of 160.863 billion yuan, 43.9% of the whole city and export of 18.469 billion USD, 67.4% of the whole city. Altogether 6480 projects are approved to be built in the area, and 152 of World Top 500 have investment in the place. The actual utilized foreign capital amounted to 15.9 billion USD and domestic capital to 23.3 billion yuan. The fixed assets investment reached 354.9 billion yuan for the construction of 475 key projects with 433 completed. The traffic and logistic systems have come into being, resulting in a hub area for connecting north, south and the middle and west regions. After ten years forging, Binhai New Area has become the leading sheep for the economy development of the Bohai Rim.
Striving toward the ideal
The prosperity of Binhai New Area also comes from the pioneers’ unremitting and everlasting efforts. Ni said they once had a one and half hour long talk with the minister of the Ministry of Information Technology after a 3-hour long patient waiting for helping Motorola know the governmental policies and procedures, resulting in the company’s great investment expansion of 1.9 billion USD.
Dongjiang Bonded Harbor Area is under construction upon the agreement from the State Council. By 2010, a 30km2-big Dongjiang Harbor Area, including the bonded harbor area of 10km2, will come into being and offer additional throughput capacity of 14million containers.
The ethylene refinery project in Dagang District, the largest petrochemical project invested by Sinopec to be operated in 2008, is also the focus of the petrochemical industry. Till then, the output value of the whole industry chain can reach 100 billion yuan.
Binhai New Area has grown into an important manufacture base for mobile phones, petrochemical industry and automobile machineries etc. and attracted electronic and IT companies with Motorola, GM, Sumsang as representatives, petrochemical and ocean chemical companies with Dagang Oilfield, Bohai Oil and Sinopec as representatives, and automobile and machine manufactures with Toyota as and representative and so on.
Scientific planning
The planning to Binhai New Area is based on scientific development from the very beginning. The newly-built development zone raised the concept of “green TEDA” twenty years ago. TEDA always says no to projects with outdated technology and serious pollutions. An environmental protection monitoring system was built in Tianjin Port Bonded Area for controlling the entry of high energy consumption project and realizing sustainable development in economy and environment.
Binhai New Area also pays special attentions on the construction of traffic and infrastructures. The 88 billion investment in the past decade forged a rapid and complete traffic network consisting of harbors, airports, light rails, railways and expressways. As the carrier of Tianjin’s eastward expansion strategy, Binghai New Area is an organic part of the city’s overall development. It will make full use of its advantages to emphasize on modern manufacture and logistic industries and better promote the development of Tianjin by means of its functions in industries concentration, technology introductions and functional influences.
