Zhou is one of the members of the “think tank” in planning Binhai New Area and is also employed by National Development and Reform Commission as an expert for the planning of the 11th Five-year Plan period. Zhou participated in the planning of “Beijing-Tianjin and Hebei” economic circle and the formulation and consulting of the planning of the 11th Five-year Plan period for Beijing, Tianjin and Hebei area. His research reports on Binhai New Area and Bohai rim area are adopted by decision-making institutions at all levels.

Participate in city system competition of the world

In the “Overall Planning for the Development of Tianjin (2005-2020)”, the city function of Tianjin is positioned as an international portal city and an economic center in north China. At NPC and NPPCC conference held this year, Binhai New Area is included in the planning for the “11th Five-Year Plan period” of the state. In the “Overall Planning for the Development of Beijing”, Beijing is positioned as “state capital, international city, famous cultural city and habitation city” and the concept of “economic center” is not mentioned any more.

It’s said that the regional cooperation between Beijing, Tianjin and Hebei started from “Langfang Consensus” in February 2004. In the aspects of project quantities and investment efforts, the industrial cooperation between the three parties has entered the right track. In the recent years, the investment in Cangzhou and Langfang from Beijing and Tianjin is growing at a speed of about 20%, indicating that the speed of regional cooperation is accelerating.

Tianjin will be built into an international port city, an economic center in north China and an ecological city. Modern manufacturing industry, electronic information industry, international trading industry and logistics industry will be mainly developed. Beijing will be built into a “state capital, international city, famous cultural city and habitation city” and such industries as electronic information, auto, biological engineering and medicine industries will be mainly developed. Hebei will be developed into a heavy and chemical industry and manufacturing base. It will be built into an agricultural and byproduct supply base, labor output base, ecological barrier and water resource base.

According to such a planning, traditional industries as metallurgy, building material and chemical industry will shift to Hebei. According to incomplete statistics, nearly 400 Beijing enterprises shift to Hebei since Beijing’s succeed in the bid of Olympic Games.

According to Zhou Liqun, Beijing, Tianjin and Hebei area will have closer contacts in industry, market, high-tech, ecology and infrastructure building and policy making in the future.

Realize balanced developmentAccording to Zhou, the core of the sci-tech innovation in Beijing, Tianjin and Hebei area is to solve the economic development imbalance. New economic growth poles shall be cultivated to realize integrated development of regional economy.

The subject team led by Zhou pointed out that Beijing, Tianjin and Hebei area is at the early period of the forming of growth pole and the allocation of innovative resources is greatly imbalanced. The economic integration of Beijing, Tianjin and Hebei area requires a traffic hinge, Binhai New Area just plays such a role. “The development and openness of Binhai is conductive to the integration of the innovative resources in the region thus to uplfit the overall high-tech innovation ability,” said Zhou.

Zhou found in his site investigation that many regions in Bohai rim area have re-planned their strategic positioning according to the development of Binhai New Area.

Develop the innovation advantage of “China’s silicon valley”The subject team headed by Zhou made a research report based on reliable data collected during site investigation.

The report pointed out that compared with Yangtze River Delta, although the independent innovation of Beijing, Tianjin and Hebei area has weakness in resource allocation, the region still has unique competitive edges.

Generally speaking, the sci-tech resources aggregate of the Yangtze River area is more than that in Beijing, Tianjin and Hebei area and the development speed of the former is also faster than the latter. It’s the government and science study institutions allocate the sci-tech resources in Beijing, Tianjin and Hebei area and it’s enterprises which mainly allocation resources in Yangtze River Delta. The advantage of Beijing, Tianjin and Hebei area in independent innovation is mainly reflected in the quality of innovation achievements.

Study shows that although Yangtze River Delta has more patent applications and patent approvals than Beijing, Tianjin and Hebei area, the invention patents occupy only 5% of the actual approved patent, but the proportion is as high as 21 in Beijing, Tianjin and Hebei area. In the aspect of paper placement in the world and the transaction volume of the technical market, the capacity of Beijing, Tianjin and Hebei area is obviously higher than that of Yangtze River Delta.

In addition, 100-odd science study institutions and higher learning institutions in Beijing, Tianjin and Hebei area have provided preconditions for establishing a multi-tier innovation team.

“In fact, Binhai New Area is most likely to develop into China’s ‘silicon valley’,” said Zhou confidently.

Blaze a road of harmonious development“Although the experiences in the development road of Yangtze River Delta can be referred to by Binhai New Area, two regions have remarkably differences.”

The first difference is the great gap in historic background and starting point.

Binhai New Area undertakes the historic mission of boosting the economic development of the whole Bohai rim area and even north China during the 11th Five-Year Plan period. While Pudong New Area is the upgrading of China’s economic system reform after the 3rd Session of the 11th Central Committee of the Party. “If the starting point for the Yangtze River Delta is US$6 million, the starting point for Bohai New Area will be US$ 30 million, putting forward higher requirements to the development of Binhai New Area.”

“All problems influencing the building of a harmonious society shall be solved,” Zhou said, “the harmonious development of the economic society is the final aim of us.”
