(Enorth.com.cn)“In the past year, the number of outlanders including foreigners coming to the Binhai New Area (BNA), increased obviously. You know, some foreigners are taller. They don’t feel cozy in a compact car like Xiali.” Said Guo Jiuzhen, a taxi driver in northern China’s financial hub of Tianjin. Guo became the first taxi driver in the BNA to change his taxicab from Xiali to New Qiyun of Chery Automobile Co.

Guo has a new version of the BNA traffic and tourism map in his cab. Seeing me look at the map, Guo said smilingly, “Passengers from other places often ask me such a question as how big the Binhai New Area is. I pass the map to them and then give a brief introduction.”

His statement is echoed by many taxi drivers there. Since great changes are taking place in the BNA, a map on hand can not only provide convenience to passengers but also to ourselves. As a matter of fact, almost all taxi drivers have a map in their cabs. In accordance with the Outline of the Eleventh Five-Year Program for the Economic and Social Development of Tianjin’s Binhai New Area, BNA with an area of 2,270 square kilometers is divided into “an axis”, “a belt”, “three urban districts” and “seven industrial zones”.

New map reflecting great changes

“Last July, a passenger got in my taxicab at Tanggu Foreign Goods Fair (Tanggu Yanghuo Shichang in Chinese pinyin) and wanted to go to the Administrative Committee of the BNA. But I stopped at a building on the third avenue. The passenger thought a while, pointed at a name plate of the building and asked ‘it is the Investment Service Center of the Tianjin Economic Technological Development Area, isn’t it?’ ” Guo recalled an experience, “At that time I was very embarrassed. I’ve been a taxi driver for many years but I even don’t know where the BNA’s Administrative Committee is. I bought a map and found out the committee is located on the second avenue. From then on, I realized you can’t always be right when you just tell from your own experience. And I recommend other taxi drivers to buy a map too.”

The new version of BNA’s traffic and tourism map was made by the No. 7 dePartment of the Tianjin Institute of Surveying and Mapping. The department’s director Lu Xi said, “It became available since May 29, 2006. Previous maps of the BNA seemed quite simple and outdated. As the BNA officially integrated into the national overall development blueprint, its area is basically fixed. To meet rising demand of the market, we formulated the new map.”

The New version of BNA’s traffic and tourism map includes Tanggu area, Hangu area, Dachenggang area, traffic situation in the free trade zone and the Tianjin port. Information is also attached like flight schedules of the Tianjin Binhai International Airport and the Beijing Capital International Airport as well as timetable of light rail from Tianjin to Binhai.

Moreover, to meet the rising need of foreigners, the new map is bilingual as the BNA is a place opening up to the outside world, said Lu.

“We plan to take an aerial photo every year to collect latest and most accurate information,” said Lu. In accordance with relevant international practices, maps need to be revamped every half year. The map of BNA should be no exception. “Great changes are taking place in the BNA. We will try to draw up a better map during its next revamp.”

Three urban districts and six towns

In accordance with the Outline of the Eleventh Five-Year Program for the Economic and Social Development of Tianjin’s Binhai New Area, BNA with an area of 2,270 square kilometers is divided into “an axis”, “a belt”, “three urban districts” and “seven industrial zones”. “An axis” refers to “high and new technology development area”, and “a belt” refers to “the belt of developing marine economy along coastlines”. In between the axis and belt, three urban districts and seven industrial zones will be built.

According to an official with the BNA’s administrative committee, The BNA is a national pilot reform base listed in the country's development plan for 2006 and 2010. Upon completion, it will Cover an area 2,270 square kilometers. Some 398-square-kilometers land is set to be used as farmland, accounting for 17.6 percent of the total. Some 60 percent of the total land, or 1,367 square kilometers, will be used for construction. And the rest 22 percent, or 505 square kilometers, will be left temporarily. Among the land used in various ways, 795 square kilometers, or 35 percent of the total, will be green land. There is a reclaiming land from the water project to the north of Rongding River and south of Tianjin Lingang Industrial Area.

By 2010, the BNA will have three urban districts and six new towns, said the official.

Three urban districts are Tanggu district, Dagang district and Hangu district. Tanggu district will have an area of 270 square kilometers with 166 square kilometers used for urban construction, 750,000 permanent residents living in by 2010 and 1.6 million permanent residents by 2020. Dagang district will have an area of 69 square kilometers, 350,000 permanent residents by 2010 and 450,000 permanent residents by 2020. Hangu district will have an area of 37 square kilometers, 180,000 permanent residents by 2010 and 250,000 permanent residents by 2020.

Six new towns are Gegu, Wuxia, Junliangcheng, Yangjiabo, Taiping, Xiaowangzhuang which will have an area of 27 square kilometers for urban construction.

Seven industrial zones

By 2010, the BNA will have seven industrial function zones in accordance with the Outline of the Eleventh Five-Year Program for the Economic and Social Development of Tianjin’s Binhai New Area.

Manufacturing zone: covering an area of 97 square kilometers, upon completion it will include Tianjin Economic and Technological Development Zone and petroleum steel pipe processing zone. With an area of 79 square kilometers, the development zone will focus on high and new technological industries like electronic information to turn itself into a modern manufacturing and research transformation base in the Bohai Sea rim region. The processing zone will have an area of 18 square kilometers with an emphasis on petroleum steel pipes, vittas and steel petals to reduce energy, water and raw material consumption.

Chemical industrial zone: covering an area of 80 square kilometers, it will include Dagang triangle chemical industrial zone, chemical industrial zone of oil field and part of Lingang industrial zone. It will finish completion by 2010. This zone will focus on projects such as a-million-ton ethylene cracker project and Bohai chemical industrial park and be built into a national level petroleum and chemical manufacturing base.

High and new technology industry development zone: Located on the juncture of Dongli district and Tanggu district, it will cover an area of 36 square kilometers upon completion. Its eastern part will have an area of 25 square kilometers, with Bohai petroliferous area as its center, while the western part with an area of 11 square kilometers is designed for the base of civil aviation (in Aviation Industrial Zone). The base, bringing great talents particularly in the such fields as biological medicine and civil aviation technology together, is stepping up its efforts to become a national-level high and new industrial zone.

CBD: Located at Tanggu district, the Binhai central business district (CBD) includes commercial district of the development zone, Xiangluowan, Yujiabao, Tianjian and Jiefang Road. The CBD will cover an area of more than ten square kilometers upon completion and it will become the comprehensive service center and representative district for the BNA.

Harbor logistics region: With a planned area of 100 square kilometers, the logistics region will include the Tianjin port, free trade zone, bonded logistics park and bulk cargo distribution centre. The logistics region will develop into a comprehensive warehousing and logistics base with an emphasis on marine transportation, international trade, modern logistics, bonded warehouse and distribution.

Airport-based industrial zone (aviation city): Covering an area of about 102 square kilometers, the zone includes Tianjin Binhai International Airport, a civil aviation university, a processing zone, a bonded area and a logistics center. It will focus on the development of assembling aircrafts, civil aviation technology and education, research and transformation, commerce and trade exhibition, aviation maintenance and eco-residential area and turn itself into a modern ecological aviation city.

Coastal leisure and tourism zone: Located at the south of Hangu district and north of the economic and technological development zone, the leisure and tourism zone will cover an area of 75 square kilometers and the land of 31 square kilometers will be used for urban construction. The zone will be developed into a coastal leisure and tourism spot after finishing projects such as reclaiming land from the water and international leisure port.

In addition, the administrative committee will map out a plan to construct the port by reclaiming land from the water and port-based industrial zone. The reclaimed area will be about 150 square kilometers and designed for port logistics services and related industries to realize its integration into the development of Lingang Industrial Park. A few of agroecological bases will also be set up to develop the BNA's agricultural tourism.
