At the opening ceremony, Zhang Gaoli announced that the port area opens at the opening ceremony, at which he cordially met principals from relevant departments and brother provinces and cities and thanked them for their concerns and supports on behalf of Tianjin Municipal Party Committee. They shall stick to the principle of unified plan, reasonable layout, innovative system and implementation step by step, fully bring into play the comprehensive advantages and thoroughly do a good job in planning, building and managing Dongjiang Bonded Port Area. They shall further expand the reform and opening up, learn internationally accepted practices and focus on developing international transfer, international distribution, international procurement, international transit trade and export processing. They shall further speed up reform and innovation, test some key reform and opening up measures in advance and actively probe into innovations in administrative system pf special areas supervised by customs. They shall also further speed up to build Tianjin Port and Dongjiang Port Area, closely contact and cooperate with peripheral areas and hinterland, create a classic environment for investment and development, offer good-quality and highly effective services and make more contribution to improve revitalization of regional economy.

Dai Xianglong noted that Tianjin Dongjiang Bonded Port Area is significant to promote the development and opening up of Binhai New Area, build northern international shipping center and international logistic center, improve harmonious development of regional economy and effectively participate into international competition and cooperation. After close operation, it integrates functions of port, free trade area, export processing area and bonded logistic park and enjoy national preferential policies of economy and trade. They will further probe into and carry out special policy measures of supervision, revenue, foreign exchange, trade, investment and shipping, strive for growing to be a free trade port area with characters of largest scale, best conditions, most preferential polity, highest efficiency and most complete functions, and a highly opening comprehensive trade port area with international competition within ten years. Dongjiang Bonded Port Area is located in the northeast of Tianjin Port, covers an area of 10km2 and consisting of operational area and logistic processing area. It will be completed by 2010. The Phase I covers an area of 4km2, including Beigangchi Container Terminal III and Logistic Processing Area.
