It is predicted that its container throughput will break 7 million standard cases; meanwhile both the investment in basic building and the income of main business will exceed 10 billion yuan. Therefore, Tianjin Port strode across two leap-forwards in six years and grew to be a world first-class port.
Tianjin Port is the largest comprehensive port in North China and headed northern ports in throughput. It broke through a throughput of 100 million ton in 2001, 200 million in 2004 and 300 million ton in 2007, thus reaching the goal set by CPC Tianjin Municipal Committee and Tianjin Municipal Government in advance.
According to Yu Rumin, president of Tianjin Port (Group) Co., Ltd., the leap-forward development of Tianjin Port is attributed to the trend of reform and opening up, the achievement of independent innovation, the leading of CPC Tianjin Municipal Committee, Tianjin Municipal Government and the vigorously supports of varied circles in Tianjin. At both port work conferences in 2003 and 2004, Tianjin Port definitively put forward that it would strive for growing to be one of the world first-class port in the world. Facing the new trend of further development, it firmly sticks to the essence of the Scientific Outlook of Development, regards ¡°large scale, modernization and internationalization¡± as the basic requirement of the world first-class port, constantly uplifts port grade, improves Service functions, actively expands market, speeds up the reform the opening up, then realizing new leap-forwards in economic aggregate and comprehensive strength.
Over the six years, Tianjin Port invested 20 billion yuan in the building of infrastructure in total, building a 250000 ton class sea rout, a specialized coal dock, a large-scaled oil and general bulk cargo berth and Beigangchi container dock in succession, thus increasing its throughput by 100 million ton.
To the orientation of sustainable development, Tianjin Port began the land reclamation by filling sand in Dongjiang Port Area on the basis of the North Breakwater and Reclamation Dam. By the end of 2007, it totally filled 190 million square meters of sand into Dongjiang Port Area and formed land above 5m of 16km2, of which Dongjiang Bonded Port Area I of 4km2 was completed and put into operation. By 2010, the area will be completely put into effect and cover an area of 30km2, thus offering wider room to Tianjin Port to grow into a world first-class port.
Besides, Tianjin Port also actively boosts modernization of service means. Tianjin International Trade and Shipping Service Center and Tianjin Electron Port was completed and put into operation in 2005. They created the ¡°customs declaration supermarket¡± which offers ¡°one-stop¡± service, shrinking transaction time of comprehensive customs declaration from 60 hours in the past to a couple of hours at present and saved direct economic cost of about 54 million yuan for enterprises.
At the same time, Tianjin Port actively probed into modernized market operational mechanism. It signed a ¡°No-water Port¡± Cooperative Agreement with Zhengzhou Highway Port, boosting the development work of inland source of goods to a new era. At present, Tianjin Port built ¡°no-water ports¡± in Urumchi, Shijiazhuang and Zhengzhou and further consolidated and enlarged its shares in inland market. It is estimated that 70% of goods throughput and 50% of port import and export value came from other provinces, thus Tianjin Port grew to be the fattest maritime material import and export channel in inland China. It notably beefed up Tianjin¡¯s radiation and influence.
As Tianjin Port made important progress in scale and modernization, it speeded up the internationalization pace and strived for growing into a world fist-class port. It aims at building an international resource distribution hub, targets 500 Fortune enterprises, transnational top 20 ship companies, top 10 dock operators, major goods owner and logistic enterprises and widely draws diversified investment main bodies to participate into the building of Tianjin Port. As a result, Tianjin Port substantially uplifted its professional level and vigorously supported sustainable growth of port throughput.On the basis of the throughput of 300 million ton, Yu Rumin forecasted a greater blueprint of Tianjin Port: it will focus on developing ¡°four large industries¡±, namely port loading and unloading, international service, comprehensive port service and port real estate. He noted that Tianjin Port would invest 45 billion yuan by 2010, focus on building large-scaled container dock group, 300000 ton class crude oil dock and specialized bulk cargo dock; meanwhile developing Donggang Port Area of 30km2 and Port Industrial Zone of 120km2. Therefore, it will grow into a world first-class container hub port facing Northeast Asia and covering central and west Asian and make more contributions to the economic growth of Tianjin and the revitalization of regional economy.
