On February 18, it was revealed by Tianjin Municipal Administrative Bureau for Industry and Commerce that the State Administration for Industry & Commerce particularly studied the Opinions of Tianjin Municipal Administrative Bureau for Industry and Commerce on the Improvement of the Development of Binhai New Area and agreed to support the relevant policies.

Firstly, the system of “one examination and one review” will be further implemented to reduce the internal review links and raise the registration efficiency. Secondly, when the conditions are mature, the database of enterprises’ names of the State Administration for Industry & Commerce will be open to the Tianjin Municipal Administrative Bureau for Industry and Commerce. Thirdly, the supports are given to the eligible enterprises that will be endowed with the foreign enterprise’s registration rights of the Branch of Binhai New Area directly under the Tianjin Municipal Administrative Bureau for Industry and Commerce.

To support the relaxation of market admission conditions. 1. The enterprise’s name examination conditions will be relaxed. 2. The registration conditions for corporate groups will be relaxed to encourage enterprises to establish the groups. 3. The supports will be given to the emerging industries. All industries and businesses that are not forbidden under laws and in line with the scientific outlook on development should be registered. 4. The requirements on the car rental will be relaxed and the enterprises and individuals are allowed to conduct the business of car rental. 5. The enterprises that register in the Tianjin Port Free Trade Zone are allowed to establish the subsidiaries out of the zone. 6. Foreign investors are encouraged to establish the advertising enterprises in Tianjin. The foreign advertising enterprises that has been established and operated more than three years can establish the solely foreign-funded advertising enterprises.

To support the improvement of administrative service efficiency. 1. The political affairs informatization drive will be further carried out to improve the work efficiency. The business licenses should be handed out to customers on site. 2. The review and registration rights of Advertisement Business License should be decentralized. 3. The annual “Binhai New Area Advertisement Festival” and “Advertisement Forum” will be established to strengthen the advertising awareness of enterprises in the Binhai New Area and improve the market development capabilities through the advertisements. 4. The municipal database of well-known brands will be established to improve the famous brand recognition and protection work and set up a batch of well-known brands with independent intellectual property rights and strong market competitiveness. 5. The new service patterns will be created to expand the service scale. The corporate contact system will be established to provide professionals and specialized services for large-sized enterprises and key projects of Binhai New Area. Furthermore, the interactive services will be offered to the enterprises.
