According to Wang Fuqiang, deputy director of the administraTive committee of Tianjin Port Bonded Area (TPBA), with the entry of a great deal of large-scaled projects, the aviation industry becomes a new highlight of business invitation of TPBA.

With the smooth progress of A320 FAL in 2007, other large and good projects were inflowing into TPBA as well. In 2008, TPBA will go on beefing up its capability of independent innovation, aiming at building a scientific R&D transfer base with the characteristic of aviation industry and serving the bonded international logistic center of North China, focusing on Fortune 500 enterprises, leading companies of industry, and hi-tech projects, in order to building an industrial structure of higher level.

Large and good projects settle in TPBA in succession

According to Zhao Haishan, deputy director of the administrative committee of TPBA and general manager of Tianjin Zhongtian Aviation Industry Investment Co, since A320 FAL project kicked off, it was on the move smoothly. At present, FAL workshop was finished at the roof, warehouse for large parts was wrapped up, and all energy supplies were put into effect, No1 Aviation Bridge was completed, roads for large cargos was under building, and the early stage of the second runway of airport was basically finished.

It is learned that three companies in charge of the A320 FAL project, that are FAL company, clamp company, and Airbus delivery center, were formally registered. Besides, their human resource works were also promoted in that they invited seven batches of staff and held trainings for Chinese and foreign staff. It made smooth progress in oceanic transport and airworthiness, signing the total contract for project transport logistic service and transport clamp and completing simulating flight.

Wang Fuqiang noted that in 2007, they beefed up the project development, earnestly combed out objective enterprises, gathered resources of business and investment, made careful plans, and took reaction to heavy projects. At the same time, they had some potential projects, thus laying good foundations to invitation of business and investment in 2008.

It is briefed that in 2007, TPBA introduced 1200 foreign enterprises, attracting US$3.31 billion of contractual foreign capital, increasing by 25.6% year on year; utilizing US$1.15 billion of foreign capital, up by 25%; drawing 11.9 billion yuan of domestic capital, growing by 35.7%. As enterprises of Fortune 500 are increasingly more, it uplifted project quality and level to a new height. In electric information industry, it speeded up project cluster and raised industrial level; in modern service industry, it made notable effect in project cluster and enriched industrial structure.

Independent innovation speeds up the upgrade of industrial structure

In Tianjin Airport Logistic Processing Area, CAS Tianjin Biological Technology R&D Center is under construction. The phase I will cover 42000m2 and own an R&D team of 30 scientific leaders and 300 researchers, offering powerful supports to the development of biological industry of Binhai New Area. In 2007, TPBA carried out a strategy of regional revitalization of science and technology, focused on both introduction and cultivation, and introducing a batch of leading enterprises and top technological and industrialized projects in fields of electric information, software outsourcing, biological technology, new energy, and environmental protection. The area also hold an enterprise-centered technological innovation and scientific achievement transfer activity, in which 40-odd enterprises passed hi-tech certification and 23 scientific projects were included into national and municipal scientific programs.

In 2008, TPBA will go on to uplift its capability of independent innovation, establish a technological innovative mechanism which is enterprises-dominated, market-oriented, and production, study and research integrated, and actively introducing hi-tech projects capable of industrializing. The area will build a risk investment mechanism, draw risk investment companies from home and abroad, and improve interconnection mode of operation such as scientific R&D, achievement transfer, and large-scaled production. It will beef up support strength of policy, set up a scientific development foundation and an aviation industry development foundation, and encourage qualified enterprises to build R&D centers in the area. It will introduce an airworthiness examination center and an aviation management institution for accelerating the industrialization of scientific aviation industry. At the same time, the area will improve measures and policies to attracting excellent talents, accelerate to build three to five postdoctoral workstations and youth practice bases, actively draw senior professional talents from home and abroad, and create a good environment for gathering talents and playing better roles.

Wang Fuqiang noted that they would gather enterprises of Fortune 500, leading enterprises of an industry, and hi-tech enterprises and build a higher industrial structure for the purpose of building a scientific R&D transfer base with the characteristic of aviation industry and a bonded international logistic center serving North China. In 2008, Tianjin Port Bonded Area will innovate the mode of invitation of business and investment, improve relevant policies, and strive to introduce more large projects of Fortune 500 all over the world.

TPBA builds a modern logistic platform

TPBA owns modern logistic facilities and attracts transnational logistic companies. Its effective logistic platform for customs declaration generates a batch of modern logistic enterprises and boosts its modern logistics to a new height.

Wang Fuqiang said that in 2008, they will take the chance of the comprehensive support reform, make bold exploration, deepen the link between TPBA, and port and airport, uplift efficiency of customs declaration, and strive for making breakthroughs in functional expansion and operational modes. It is learned that TPBA will further expand international transfer, international purchase, international distribution, and transit trade by relying on leading enterprises, speed up to establish allocation centers for international brand motors and imported cottons, complete market planning and layout, invite three or four enterprises with large market share, accelerate the market development and cultivation of timber, steel and motor parts, build a land transport logistic information system, a region-port customs system, a on-line trade system, and one or two inspection centers.

In addition, TPBA will beef up economic and trade cooperation by means of the invitation of business and investment and serve Binhai New Area, city center and districts, and “three north” area. It will intensify its cooperation with Binhai International Airport and develop aviation logistic industry. It will probe into new approaches to cooperate with Tanggu District in the invitation of business and investment and bonded logistics in port industrial area. It will deepen the cooperation with Dongli, North Tianjin, and Hangu in trade and economy, invitation of business and investment, and talent training and realize supplementary advantage and joint development. It will play roles of free trade and shipping, offer supports of deconsolidation distribution and resource processing to larger areas.
