Huang Guoxing focuses on Sino-Singapore Tianjin Eco-city for pushing forward the development and open-up of Binghai New Area

Huang Xingguo, deputy secretary of CPC Tianjin Committee and mayor of Tianjin, went deep into Binhai New Area (BNA), attending the opening ceremony of the Service Center for Sino-Singapore Tianjin Eco-city (SSTE), listening to the report of the eco-city, and inspecting the building of Dongjiang Bonded Port Area (DBPA). He stressed that all units of BNA shall carry out the important requirements of “two leadings of China” and “one pioneer” issued by Chairman Hu Jintao, make rapid and powerful progress without any delay, promote the buildings of large projects with high standard, raising a new upsurge of development and open-up in BNA.

As the service center is one of cooperative strategic projects between Chinese and Singaporean Governments, SSTE makes progress according to the agreement reached between China and Singapore. The service center is the first project for SSTC, covering an area of 46,000m2 and working as its administrative and service center. It indicates the startup of SSTE phase I.

Before the opening ceremony, Huang Xingguo cordially greeted construction workers on behalf of CPC Tianjin Committee and Tianjin Municipal Government. At the ceremony, Huang Xingguo listened to the report from the administrative organization of SSTE, understood its progress, and adequately affirmed works of the administrative organization.

Huang Xingguo pointed out that CPC Tianjin Committee and Tianjin Municipal Government paid attention to the building of SSTE. Meanwhile, Zhang Gaoli requested to earnestly carry out the decision and deployment of the Central Committee of the CPC and the State Council and build SSTE with high standard. SSTE shall learn from domestic and international experiences, research on common advantages of all eco-cities and unique characteristics of SSTE, and make plans for traffic system, city afforastation, water system, distribution of community space, and waste proposal, fully reflecting its social benefit. Meanwhile, Tianjin shall promulgate relevant regulations to guide the development and building of SSTE, reduce procedures of approval, uplifting service efficiency, offering an excellent environment for SSTE. All areas and department in Tianjin shall beef up collaboration and cooperation, establish effective operational mechanism and management system, and actively support the building of SSTE.

Huang Guoxing and his party went to DBPA to inspect progress of the project on site, greet construction workers, and fully affirm achievements made by Tianjin Port Group and all port supervision units.

DBPA is a mark area of BNA. The phase I was put into operation in last December, witnessing smooth operation and business invitation. Huang Guoxing visited the construction site of an international cruise-ship base port and a landscape coastline, and bonded warehouse that was completed recently for inspecting progress. In the inspection office building of DBPA, Huang Guoxing listened to reports from relevant department concerning planning and design of an international cruise-ship base port and a landscape coastline, deeply discussed relevant problems, and made deployment for next step.

Huang Guoxing pointed out that all construction units of DBPA spared no efforts day and night and made notable achievement with high sense of mission and responsibility. They shall earnestly sum up experiences and strive for making new contributions. In addition, they shall define positioning of all functional areas in DBPA, learn progress experiences from home and abroad, draw on the wisdom of the masses, and make characteristic and high-level plans. Under the circumstances of marketization, the administrative organization of DBPA shall earnestly perform its administrative functions on behalf of government, work well in service and beef up coordination in the aspects of administrative approval, invitation of business and investment, supervision and collaboration, and social management, guaranteeing the implementation of all works.Guo Lijun noted that all departments of BNA shall carry out the decision and deployment of CPC Tianjin Committee and Tianjin Municipal Government, make innovation and pragmatic efforts, gratefully push forward varied works, speed up the progress of heavy tasks, and make new breakthroughs in the development and open-up of BNA.
