With the convening of the 11th Chinese People’s PoliTical Consultative Conference and the 11th National People’s Congress, Binhai New Area (BNA) has a lot of good news: its gross output value, foreign capital actually utilized, and throughput of port cargo hit historical new heights. On the hot land of fortune, it is satisfying that the building of infrastructure was branched out, key projects were speeded up, while functional areas were all-round pushed forward.

On March 1, a mobilization conference of “ideological emancipation, making enterprising and pinioning business, and scientific development” was held in the opera house of Tianjin Auditorium. All indicators hit new highs

It is learned that in this January, BNA accomplished a gross output value of 60.5 billion yuan, up by 33%, a foreign capital actually utilized of US$450 million, increasing by 30%, a throughput of port cargo of 30,740,000 tons, growing by 26.7%.According to relevant principal of the administrative committee, BNA arranged 66 large-scaled projects of infrastructure in 2008, with a total investment of 243 billion yuan, in fact attracting the most investment in its history. Well and rapid development and open-up

In 2008, BNA made a specific plan in building infrastructure, introducing key projects, and developing functional areas. It is learned that in terms of the building of infrastructure, BNA will focus on building 20 projects centering functions of seaport and airport, of which a 30-ton crude oil wharf and a automobile ro/ro wharf will be completed in this October, the second runway of Binhai International Airport will start to build in March; as for its function as a port, it will focus on building double-tracked Jigang Railway, triple-tracked Beijianggang Railway, and double-tracked Wanban Railway, ensuring them completed and put into operation on schedule; in the aspect of traffic and communication with peripheral areas, it will stress to build Qinghuangdao Special Line and Beijing-Tianjin Intercity Special Line and other ten expressways and start up the expansion engineering of Beijing-Tianjin Expressway; in internal road network of the area, it will focus on building 20 bridges such as Central Road and Tianjin-Hangu Expressway, thus enabling some of these section to be put into operation within this year.In terms of introducing and building key projects, BNA will focus on 40 serious industrial projects under building. It will make 30 built projects put into production, raise fund and expand production for 20 projects, complete large-scaled projects such as A320 and Canada Aluminum. In addition, it will speed up to develop modern service industry such as financing, logistics, outsourcing, and establish an economic area for headquarters.

As for the development of functional area, BNA will speed up to build industrial bases for aeronautics and astronautics, electric information, auto and equipment manufacture, petroleum and ocean-chemical, petroleum steel pipe and quality steel, modern medicine, new material, new energy, and modern service. It will further improve the road network of Dongjiang Bonded Port Area, ensure smooth progress of key projects in Logistic Processing Area, striving for making a land of 25 kilometers within the year. It will speed up to build Airport Logistic Processing Area phase II and develop Modern Model Area, Aviation Industrial Park, Scientific Innovative Park, and Aviation Logistic Park. It will accelerate the progress of making land in Port Industry Park, striving for making a land of 15 kilometers. It will start up to build infrastructure of 24 kilometers, speed up to build a scientific service center, and attract a batch of hi-tech enterprises and R&D transfer enterprises in the area. Besides, it will accelerate to build port and make land in Port Industry Area, striving for making a land of 12 kilometers, in which 6-kilometer of area realized “three supplies and one even”.
