The location of Hailuowan CBD originally belonged to Tianjin Changlu Salt Work. Currently, a series of modern star-rated hotels and commercial plazas is being built in Hailuowan CBD. After the completion of construction of Hailuowan CBD, it will become a new landmark of Binhai New Area. Liu Molin briefed the constructions of seven projects of Hailuowan CBD were commenced in the last September, which meant the construction of the CBD of Binhai New Area was fully initiated. Up to the end of the last year, 10 projects had been put into the construction. In this year, the constructions of at least another 10 projects will kick off in this year. The construction of Polar Sea World will be initiated in the near future. Till 2011, Xiangluowan CBD will have taken shape and become a CBD integrated with the functions of commerce, finance and tourism.

On the construction site, every lot of skyscraper is surrounded by cultural walls, on which there are planning maps and brief introductions. Liu Molin said the CBD of Binhai New Area would include Xiangluowan CBD, Yujiabao Financial District, Jiefanglu Commercial Zone, Dagu New Ecological Zone and Blue Whale Island International Community and the planning area of the CBD of Binhai New Area reach 20 sq kilometers. Hailuowan CBD is the first project and also located on the core area of the CBD of Binhai New Area. Hailuowan CBD’s planning area reaches 1.1 sq kilometers. The construction of Hailuowan CBD will be completed in early 2011 and then the CBD will become the international comprehensive service zone of Binhai New Area.

Absorbing the advanced foreign design experience

In the Development and Construction Headquarters of Xiangluown CBD, the sand tables of the CBD of Binhai New Area and the Hailuowan CBD are very attractive. According to Liu Molin, some advanced foreign design experience has been absorbed into the skyscrapers of Hailuowan CBD. The design program is worked out by the Construction, Design and Planning Research Institute of Tianjin University. After the completion of the construction of Hailuowan CBD, a skyline will appear along Haihe River. It is planned the CBD will include 34 lots, the total floor area will reach 4.78 million sq meters and the highest building will be 400 meters high.

Based on the successful experience of some international famous parks and buildings, Xiangluowan CBD will be built with brand new concepts. Otherwise, by absorbing some advanced concepts, the characteristic streets and corridors will feature the CBD.

People always pay much attention to the transport issues of the booming business districts. The transport situations will decide the development trend of Xiangluowan CBD. “On the early design phase of Xiangluowan CBD, we fully took into consideration the transport issues,” Liu Molin said, “The grand, underground and water transport systems will be integrated in this CBD. In the design, the proper underground spaces are reserved for the constructions of sophisticated underground transport system.

Otherwise, the Haihe Lift Bridge will become one of important transport projects. Currently, this bridge is under construction and the construction is expected to be completed before the end of this year. After the completion of the construction of this bridge, Xiangluowan CBD will be connected with Financial Area on the other bank of Haihe River.

Solving the investment problems through attracting government-funded enterprises

Xiangluowan CBD is also called “business district of other provinces and municipalities”.

Liu Molin briefed the development of Xiangluowan CBD would be based on the Tanggu District, Tianjin Port Free Trade Zone, etc. Xiangluowan CBD will focus on providing services for offices of provinces and municipalities as well as enterprises directly under the Central Government in the Binhai New Area. 34 lots will be allotted to 25 provinces and municipalities and 9 enterprises directly under the Central Government. Those units will become the “investment invitation group” with the governmental background.

After the completion of construction, Xiangluowan CBD will become a prosperous business district full of skyscrapers and gathering numerous businessmen. It will become another landmark of Binhai New Area and fully upgrade the functions of the area.
