Articles of International Consultative Forum for the Mayor of Tianjin

Article One: Name

International Consultative Forum for the Mayor of Tianjin ( hereafter briefed as the ICFM-TJ )

Article Two: Nature

The ICFM-TJ consists of the world renowned entrepreneurs and personages invited by the Mayor of Tianjin. It is a non-profitable international consulting organization set up to advise on the development of Tianjin.

Article Three: Purposes

1. Strengthen Tianjin's understanding of the status and trend of world economy and technology, expand information channels and broaden the train of thought for decision making.

2. Use the successful experience in the world for reference and on Tianjin's development.

3. Deepen the international business community's understanding of Tianjin, expand Tianjin's influence on global economy and raise the notability of Tianjin.

4. Promote economic and technological cooperation between international business community and

Tianjin by seeking mutual assistance, complementation and common development.

Article Four: Organization

1. The ICFM-TJ is hosted by the Mayor of Tianjin and sponsored by the Tianjin People's Municipal Government.

2. The ICFM-TJ is established in membership. The ICFM-TJ members are world renowned entrepreneurs and personages invited by the Mayor of Tianjin. The membership will be terminated following the expiration of the inviter's term of appointment.

3. The ICFM-TJ has one chairperson and two vice chairpersons, who are elected by ICFM-TJ members. The chairperson and vice chairpersons should be from different countries and regions. The term of the chairperson is 2 years and cannot be renewed after its expiration. The term of vice chairpersons is not limited. The ICFM-TJ is also served by a number of ICFM-TJ advisors

4. One vice mayor and a ICFM-TJ secretary-general will be assigned by the Mayor to take charge of the relevant work of the ICFM-TJ. There are one secretary-general and five deputy secretaries-general. The ICFM-TJ standing organ is the Secretariat of the ICFM-TJ of International Consultants to the Mayor of Tianjin, set at the Foreign Affairs Office of the Tianjin People's Municipal Government.

5. An annual ICFM-TJ meeting will be held every autumn. The venue of the annual ICFM-TJ is Tianjin in principle. The duration of the annual meeting is generally 2 days.

6. The topics of the annual ICFM-TJ are identified in accordance with the current status and developing trend of Tianjin and world economy and technology and finalized by the Mayor of Tianjin.

Article Five: Rights and Duties of Forum Members

1. The ICFM-TJ member will enjoy the honorary title of International Consultant to the Mayor of Tianjin . He/she will be invited as a distinguished guest to participate in relevant activities in Tianjin. The Tianjin Municipality will provide pertinent convenience to the ICFM-TJ member during his/her stay in Tianjin during the annual ICFM-TJ.

2. The ICFM-TJ member will have priority in obtaining the materials and information on Tianjin's economic and social development.

3. The ICFM-TJ member's organization will enjoy priority of cooperation under equal conditions when Tianjin seeks external partners for economic cooperation.

4. The ICFM-TJ member will personally attend annual meeting activities, deliver research report and present consulting proposals pursuant to the topics of the annual meeting. The ICFM-TJ member should send a written request for absence to the ICFM-TJ Secretariat if he/she is unable to attend the annual meeting due to special circumstances. The ICFM-TJ member will be deemed as voluntarily giving up his/her membership as a ICFM-TJ consultant if he/she is not present at the annual ICFM-TJ without any reason for two successive years.

5. The Tianjin Municipal Government will provide the ICFM-TJ member with accommodations at the meeting venue and transportation in the city free of charge during the annual ICFM-TJ .

6. The Mayor of Tianjin may irregularly seek advice from individual ICFM-TJ member.

Article Six: Miscellaneous Item

The Articles is effective after being passed through in the Third Session of China Tianjin International Entrepreneur Consultative Conference. The amendments to the Rules and Regulations will be effective after it is delivered by the ICFM-TJ Secretariat and passed through in the annual meeting. Authorized by the ICFM-TJ, the Articles are subject to the explanation of the Foreign Affairs Office of the Tianjin Municipal Government.
